Oroville Dam's Federal License Expired Ten Years Ago

The federal license that allows the state of California to operate the now-damaged Oroville Dam expired 10 years ago, and has been operating since then with yearly "temporary" licenses, according to reports from the Associated Press. KVCR's Ken Vincent has details.
